Council clears 1984 deed of trust, authorizes state grant amendment and renews DOT mowing agreement

The council approved a package of routine administrative items during the meeting. Town Manager Homer Dearman explained that a rehabilitation deed of trust recorded in 1984 for William and Elizabeth Hairston (original loan $14,225) remains on title though the town has no record of an outstanding balance and statutes of limitation preclude enforcement; the council authorized the mayor to sign a certificate of satisfaction to clear the public record.
Council also authorized the town manager to execute an amendment with the North Carolina Office of State Budget and Management to preserve the town's ability to use an earlier grant for a fire-station project, reflecting Session Law 2026-1 that extended the deadline for grant performance to June 30, 2027. In addition, the council renewed the town's existing mowing and litter-pickup agreement with NCDOT, which provides $8,005.50 to the town for right-of-way mowing services through June 30, 2027. All three items were approved by voice vote.
