Residents say council voted on resolution 912 without public access to materials; FOIA delays cited

Several residents raised procedural complaints accusing the town of failing to provide materials in advance of a June 22 special meeting and of delaying or withholding public records. Carol Newsom said Resolution 912 was not presented to the public in advance, was not read into the record in full at the meeting, and attachments listed on the agenda were only made available at the meeting. She described what she called a breach of trust and alleged violations of open-meetings and public-records statutes, citing long-outstanding FOIA requests dating to 2021 and a 2022 state auditor report about prior deficiencies.

"The council voted on resolution number 912 without presenting it in its entirety to the public," Carol Newsom said, adding that people were denied the opportunity to evaluate what the council was voting on. Sherry Altman and others described receiving a small batch of emails from the clerk for a limited set of dates and questioned whether the town's process for collecting citizen communications was being followed. Town staff and council members acknowledged the concerns and said staff would follow up on public-records procedures. The meeting record shows the council proceeded to vote on the resolution at a special session and later discussed the matter during public comment.
