Town Manager Dearman told the Rural Hall Town Council that the town received final election invoices from the county totaling $20,118.21, driven by a March primary and the general election. He said the primary invoice was $15,411.48 and the general election cost $4,706.73, together exceeding the town's $13,500 elections line by roughly $6,618.21.
"If we did nothing it would constitute a budget violation under the North Carolina local government budget and fiscal control act," Dearman said, and recommended the council adopt a budget amendment to allocate an additional $6,700 to the elections line item from appropriated fund balance. The proposed ordinance to amend the fiscal year 2025'26 budget was introduced as Ordinance 896.
Councilman Lane moved to adopt Ordinance 896 and Councilwoman Ring seconded. With no further discussion the council voted unanimously in favor. The amendment increases the town's budget to reflect the actual election expense and avoids a potential LGC notice for budget violation.
The council recorded no additional questions on the item and immediately moved to the next agenda item.
