Council authorized the mayor to execute a notice of award and enter a construction contract with JC Constructors for the wastewater treatment plant upgrade project in the amount of $67,973,942.
City staff said they received multiple bids and that the engineer's estimate was in the vicinity of $69 million; the lowest responsive bidder was JC Constructors at $67,973,942. Jason Van Gilder, public works director, presented the recommendation and the council approved the award by unanimous roll call. Staff said five bids were opened and that the high bid in the packet exceeded the engineer's estimate (one packet figure cited was about $96 million).
