The presenter described the blue 'important' column and a contingency buffer added to minimum fund balances, and noted the CIP was a working list for staff and department heads to refine.
Members agreed many of the top-tier items would be difficult to fund through rate increases alone and that the city may need to consider a bond for the largest projects. "To do all those at once, you're going to have to go out for a bond," one councilor said, describing the supermajority thresholds required for bond approval at the state level.
