The spreadsheet set out projects across water, power, sewer, streets and the general fund and showed a near‑term funding gap for large items. "So basically we're $3 million in a hole on the right-hand side," the presenter said, summarizing the cumulative shortfall once big-ticket projects were listed. Councilors discussed whether to cover smaller projects from existing reserves, loan between funds or pursue a bond issue for the larger items that could total nearly $20 million.
