The proposed package includes: an updated noise ordinance (linked to the independent consultant work), establishment of a full-time environmental health compliance officer (EHCO) funded by industrial fees, a developer-funded escrow to pay for independent third-party environmental review, a strengthened urban forestry ordinance and new dark-sky lighting standards, a KORA/NDA transparency ordinance to limit nondisclosure agreements outside statutory exemptions, and a comprehensive well-drilling ordinance asserting municipal control with a 400-foot proximity restriction and special-use permitting for large commercial extraction.
Bradley proposed prioritizing three items for near-term work: the EHCO/developer-escrow package, urban forestry, and dark skies; he suggested KORA/NDA and well-drilling be a second tranche because the well-drilling proposal may require more legal research. The council voted to direct staff and the city attorney to review, refine and develop the concepts in the order proposed and to divide the work into appropriate work groups and timelines. Council members discussed realistic timelines for drafting and agreed to staged returns to council with an initial review scheduled for the next meeting cycles (August and subsequent meetings).
