Council approves HDR and Garney steps to build 99th Street water main; developer commits to reliability improvements

Council approved an amendment to HDR's agreement for final design and authorized Garney's preconstruction services to allow construction of a one-mile water main along a proposed 99th Street alignment to serve the Mount Sunflower site. The motion approved an HDR amendment for $511,975 and accepted Garney's preconstruction proposal for $25,165, conditioned on negotiating a second supplemental agreement that formalizes reduced water demand assumptions and developer commitments for system reliability and modernization.

Michelle Cal., director of public policy and communications for BEL/Beal, reiterated the company's commitments and clarified water-use figures: once closed-loop systems are filled, she said average daily operational domestic water use is expected to be about 15,000–20,000 gallons per day, while the 150,000–200,000 gpd figure cited earlier refers to industrial fire-suppression flow capacity needs, not routine daily consumption. "That 150,000 to 200,000 is for industrial fire suppression; daily domestic use after the loop is filled will be about 15,000 to 20,000 gallons per day," Michelle Cal. said. She also confirmed the developer will pay 100% of the water-line construction cost and that the project will not install onsite wells.

Council conditioned the approvals on the city working with Mount Sunflower (the developer) to negotiate supplemental agreement 2 to document the reduced water demand and formalize developer funding for reliability projects. The council approved the motion by roll call (Lane yes; Sabo yes; Bradley yes; Patterson no).
