Town approves $177,000 for emergency wastewater-plant electrical repairs

Appomattox — The town council voted unanimously to approve a $177,000 emergency allocation for electrical repairs at the wastewater treatment plant after staff said underground conduit and control wiring are deteriorated and pose an immediate operational risk.
David Carter, the town’s director of utilities, told the council the plant’s rigid galvanized conduit installed in the late 1990s or early 2000s has holes and failing wiring. “We are potentially in a serious emergency situation because if we lose utility power and/or generator power, you're a sitting duck,” Carter said. He estimated the job will require pulling roughly 23,000 feet of wire, replacing nonplastic conduit, and bringing in a semi-sized generator for continuous operation while work proceeds.
Carter said the work is expected to take about four weeks overall, with the generator rental likely a one-week engagement at roughly $11,000, and that the town will include a 10% contingency in the project estimate. He said the town plans to run PVC underground to junction boxes and transition to rigid aluminum above ground to avoid costly work under the plant slab. The town is working with CHA on engineering and identified Henderson Electrical Contract as the contractor expected to perform the work.

Council members said the work is necessary to avoid a larger failure and that invoices and change orders will be reviewed under the town’s oversight.
The council directed staff to proceed with the emergency contract arrangements and to report back on progress; Carter said he would return in a month to update the council on actual costs and timeline.
