The amendment stems from questions raised during the recent administrator search about whether strict in-city residency restricted the candidate pool; the change narrows the restriction to prevent residency in other incorporated cities within Marion County. The council moved the ordinance to adoption in the same meeting; no recorded dissent was voiced during the roll call.
