Drainage project bids come in 60–100% over estimates; board tables work until early next year

City engineer David told the board that bids for three drainage projects returned either well above estimates or, in one case, received no bids. The bids ranged from roughly 60% to more than 100% above the city's cost estimates, which staff attributed to heavy contractor activity in the Gulf Coast region and competition with federally funded projects.
"All of them were anywhere from 60 to 100% above our estimated amounts," David said, noting Parkwood and Brow Wood projects were well over estimate and Park Row received no bids. He advised the board that prior contract timing adjustments give the city flexibility to reject or delay bids and rebid in February or March when contractor schedules may lighten.
Board members moved and seconded a proposal to table the drainage projects and revisit bidding early next year; the motion carried unanimously. Staff will monitor contractor capacity and timing and return with a rebid schedule and cost analysis when available.
