Staff reported the collection system had incurred emergency repairs and exceeded budget in account 6193; they proposed purchasing an $80,000 vacuum (vac) truck to reduce repeated contractor costs (last year staffing and external vac work cost roughly $100,000). Staff noted planned capital work at headworks and a required flow‑meter upgrade that will be budgeted in the capital plan. A resident with engineering background urged the council to consider dredging/clarifiers to avoid heavy future cleanup costs and suggested evaluating methane capture to offset energy use for aerators.
Council asked staff to provide a consolidated capital budget at the next meeting and to continue to separate pond/tertiary costs so project scopes and funding sources are clear. No capital purchase was approved at the July 21 meeting.
