Resident testimony at public comment highlighted concerns that the city manager presented CFD choices as an either/or option and that some property owners face much larger increases than advertised. During council comments, one member requested a return of the item so staff could clearly state the applied and maximum tax rates and show parcel‑level impacts.
Finance staff explained the difference between the "applied" tax rate (what is put on the tax roll) and the "maximum" rate (the ceiling), and said the city had frozen applied rates for several years; when the freeze ended the applied rate moved toward the current maximum. Staff said prior freezes explained a sudden increase for some parcels and pledged to supply clearer staff reports on any future revisit. The council did not immediately reopen the CFD item at the July 21 meeting; staff indicated the matter could be brought back as a future agenda item for reconsideration or revisit.
