Housing trust moves forward on boghouse schematic design; CPC funding sought, Article 97 issues flagged

Julie updated the board on the boghouse housing project, reporting that the Housing Trust has authorized funds for an initial housing consultant and that the town is close to contracting with Gap Architects for schematic design and expanded surveying.

"The housing trust has authorized funds for a housing consultant," Julie said. She told the board she expects to scope additional engineering and surveying work and described a likely request to the Community Preservation Committee (CPC) for $200,000 to cover design, permitting, surveys and contingencies associated with Article 97 discussions.

Julie cautioned that Article 97 land‑exchange processes can be lengthy and that Town Counsel considers a waiver from replacement land a long shot. Staff emphasized that appraisal, survey and legal costs can rise if state review (Article 97 / Environmental Affairs) is required and that the town may not know final determinations until late in design/permitting.

On permitting routes, staff recommended a "friendly 40B" (comprehensive‑permit) path as the most direct route to secure project eligibility letters from the state while noting wetlands and Title V (septic) approvals still apply. Julie said the housing consultant believes a friendly 40B approach is appropriate and that the project team will strive to comply with local standards where feasible.

Next steps: staff will continue to refine cost estimates, confirm wetlands delineation with the Conservation Commission and return with a clearer CPA/CPC funding request and timeline.
