He asked the board to allow Ryan to sign the permit application and to authorize a check to the watershed management division to cover the required fee. "He sent over a stream alteration permit application that we need to sign," Brian stated, adding that the town also needs to consult the town attorney, Adam Powers, about whether accepting federal (FEMA) funds without a deeded easement is permissible.
A board member moved and the motion was seconded to authorize Ryan to sign the application and arrange payment for the fee; the chair called the vote and the motion passed by voice vote. The board also asked staff to follow up with Adam Powers about deeded easements and to proceed to put the project out to bid if the legal check clears. The board discussed doing work only with owner permission if deeded easements cannot be secured, and agreed to have Ryan and staff continue pursuing the permitting checklist.
