Bowden said the limit was increased during the COVID‑19 pandemic to give the city the ability to make large, urgent payments—such as emergency sewer repairs—and that staff and external auditors support retaining the limit. "These can be very costly repairs, and the city needs to be in a financial position to be able to make that payment immediately," Bowden said.
A councilmember moved to approve the resolution; it received a second and the council approved it 4‑0. The resolution affirms the limit and reflects the city’s purchasing policy and recent audit work by staff and outside advisers.
