Planning staff explained common problems in older commercial areas where dumpsters lack screening or are adjacent to residential properties; the ordinance sets material and height limits, requires doors to be closed when not in use and recommends reinforced bollards to protect enclosures from refuse-hauling equipment.
Staff noted this is an incremental step intended to improve commercial appearance and reduce maintenance issues; the code language will guide future enforcement and plan review. Councilmember Sherry moved adoption and the ordinance passed unanimously.
