City administrator reports 4.7% assessed valuation increase; grants and housing project updates

Interim city administrator Webb told council the assessed value for the 2027 budget year rose about 4.7 percent, which lowers the revenue-neutral rate and informs the city’s budget and mill-levy decisions. Webb said staff will return at the July 7 meeting with a resolution related to exceeding the revenue-neutral rate and recommended allowing flexibility in mills to address debt service and budget discussions.
Webb also announced the city received a $25,000 grant from the USA Pickleball Association to support the pickleball court project, noting it was one of three full grants nationwide. On housing, Webb described the Orchard Bridal project as funded through low-income housing tax credits, the HOME program and the National Housing Trust Fund, and said the city’s RHID will help cover infrastructure costs; he reported phase 1 (24 units) should be occupiable and leasing efforts are underway with a target around September.
Webb signaled this would be his last full administrator’s report in his interim capacity and described arranging a limited ongoing assistance agreement through the budget process. Council members thanked Webb for his service and indicated further budget discussions and public hearings are scheduled ahead of the September public hearing on rates.
