Council authorized the mayor to sign the USA Pickleball 'Stars Play It Forward' grant agreement after staff said Hillsborough was awarded $25,000 as part of a national program. Kelly Arnold and city staff said private donations of nearly $25,400, the Hillbrook Community Foundation's $11,800, a pledged $20,000 city match and a $15,000 AARP Community Challenge award bring total secured funds to roughly $97,200, covering most estimated project costs.
Kelly Arnold described the steps to finish the courts, including fencing, concrete work, 30–45 days curing before surfacing, lighting and striping, and encouraged the council to authorize work to begin so quotes do not expire. "This pickleball project has been ongoing for quite some time... $25,000 from the state that's all for pickleball courts," Arnold said, and staff recommended approval of the agreement and mayoral signature so construction can proceed.
