Contractor updates Lincoln Street work; council approves change order setting new completion date of Sept. 11

Darren Neufeld of EVH and Associates told the council Lincoln Street reconstruction is proceeding in three block-by-block demolition phases and that the contractor plans a single-day mainline concrete pour that will require early-morning truck staging and a standard cure period. He said demo began June 19 at the south end, the first block re-opened June 24, and crews replaced multiple sewer services, which staff said reduced potential future work and saved money compared with original allowances.
"We added 49 calendar days ... that's why it moves to 09:11," Neufeld said when explaining the requested change order to set a new substantial completion date. Council approved Payout 4 in the amount of $38,231.29 for work through June 30 and subsequently approved Change Order 2 (a non-monetary extension setting the completion date to 09/11/2026). Staff said a final balancing change order to reconcile quantities and any monetary adjustments will follow.
