Staff explained the program is a lease-type arrangement with amounts set in the original proposal and built-in annual increases (approximately 3%), and that part of the first year had already been invoiced while some electric/setup charges remained outstanding.
Webb summarized the rationale for approving the full first-year amount so staff would not need to return to council for the remaining invoices. "So that's our recommendation just to go ahead and authorize the full 1st year amount," he said. Councilman Wilkins moved to authorize the payment and Councilman Jorgensen seconded; the motion carried after a voice vote.
