District facilities staff described plans to combine remaining bond funds and capital outlay dollars and to break roofing work into four base bids so the district could prioritize projects within its budget. Rich said Benchmark prepared the specifications and performed pre-bid walkthroughs; he described the district’s move toward modified roofing for longer life and noted some high-school roof sections will be deferred into future capital outlay cycles.
Benchmark representative Brad Conlin told the board the budgets "came back close to or within the expected range of accuracy of the preliminary cost estimates," and staff said JB Turner was the low bidder for most projects. Rich said the district recommended reusing insulation on one alternate and moving several high-school roof sections into capital outlay over the next year or two rather than including them in the immediate bid package.
