City administration presented two draft personnel policies to codify long-standing practices on employee training pay and recognition.
Matt Stiles (speaker S2) described policy 112, which would formalize pay increases for completing job-related certifications (for example, a $0.50/hour increase for required water certifications), cap increases at two per fiscal year and create a request/approval process. Stiles said the policy aims to create a transparent career-ladder approach and noted implementation details (levels of awards based on training complexity and an approval workflow). He also presented policy 113, a revision of existing recognition programs: an annual MVP (Mission, Values, Purpose) award with a paid day off or $200 cash equivalent and a semiannual Safety Star award; both would include formal recognition and communications. City staff and a staff speaker (S10) said the programs help retention and reinforce culture.
Council discussed potential enforcement mechanisms for training-related pay (such as service-time conditions) and agreed it would be difficult to impose uniform payback requirements across diverse training types; staff will refine the policy language and return both items for formal action at the next meeting.
