The council approved a memorandum of understanding between the city and the Hillsboro Public Library that formalizes several long-standing arrangements.
City administrator Matt Stiles (speaker S2) said the MOU clarifies payroll services the city provides (including tax reporting and time-and-attendance software), requests quarterly financial reports for public review, formalizes annual mill-levy requests and continues to waive rental fees for library space managed by the city. "We're just getting a little bit more transparency," Stiles said, describing the document as a best-practice step suggested by the library system. Councilman Jorgensen moved approval and Councilman Wilkins seconded; the motion carried.
