Consultants presented a 20-year needs analysis and conceptual master plan for Nags Head’s municipal facilities, recommending a phased sequence of projects that begin with replacing the existing (mold-affected) fitness center and addressing the town-campus septic system.
The study proposes a new fitness center on the main campus to free space for repurposing the town-hall first floor, constructing a new fire station at a separate site, building a new police station (potentially on the existing fire site after relocation), and relocating the Public Services garage to free up parking and reduce operational constraints. Conceptual program sizes were presented: a roughly 3,200-sq.-ft. fitness facility, a 13,000+ sq.-ft. police station concept, and a 17,500-sq.-ft. fire station that would also serve as an EOC during storms.
Consultants stressed these are conceptual drawings for discussion and that detailed site, budget and phasing work remains. "These are not final designs; they're food for thought," one presenter said. The board asked staff to review the concepts, verify program needs and return with more refined cost estimates and possible timing tied to other property decisions (for example, the potential sale of the bank site to the county and relocation of EMS).
