Citizens bond oversight committee reports progress on Measure KK and new Measure A

Kathleen Boylan, chair of the citizens oversight committee, presented the 2024–25 annual report for Measures KK and A, outlining project progress, financial breakdowns and audit results. She said Measure KK (a 2014 $225 million bond) progressed through three phases, with phases 1 and 2 complete and phase 3 projects continuing; Truman Elementary and Carter Elementary modernizations are 100% complete.
Boylan reported Measure A (approved March 2024 at $675 million) has been added to oversight work; series A projects are beginning and include modernization work at La Quinta High School and Andrew Jackson Elementary and access-control upgrades across campuses. The committee noted an independent audit by Eide Bailly concluded that bond proceeds were expended on voter-approved projects and that financial and performance audit results indicated compliance with Proposition 39 requirements.
Board members thanked the committee for the report and asked brief clarifying questions about timelines; committee staff confirmed Adams Early Childhood Learning Center is under construction and scheduled for completion in late 2027.
