Neighbors tell U-46 board runoff and theft worries near construction sites

During the public-comment period two neighborhood representatives said ongoing construction at Legacy and Hilltop has created traffic, runoff and safety concerns.
"We are hopeful that the water runoff concerns will be addressed to mitigate any further damage that our residents experience," Paul Halverson said, identifying himself as president of the Chapel Creek Homeowners Association. Halverson described visiting the Cardinal Drive and Rorsen Road intersection after storms (including July 4) and said gravel washed from a turn lane construction area covered the intersection; he told the board he witnessed “three near misses” and that he called 911 to report the hazard. Halverson also said no U-46 or construction management personnel visited the site after the event.
Neighbor and HOA board member David Esquivel described an April 26, 2026 incident in which a security camera captured a vehicle loading copper piping after a fence had been cut. Esquivel said he provided video, the license plate and photographs to law enforcement and that police took a report. "That is, of course, a matter for law enforcement and the district to investigate," he told the board. Board members thanked both speakers and administration did not provide an immediate operational response on-site during the meeting.
