She told commissioners the parcel is about 0.32 acres, is surrounded by single‑family residential uses, and cannot currently accommodate an on‑site septic system under current wastewater regulations.
The applicant, Brandon Grosvenor, told the board he and his wife own the lot and live next door. He described the plan to "build this garage that it looks like a house" and later convert it to a three‑bedroom, 2,000‑square‑foot residence once municipal sewer or another compliant wastewater solution is available. Planning staff recommended approval with two conditions requiring the applicant to obtain applicable permits before recording the variance and to construct the accessory structure in substantial conformance with the submitted plan.
During questioning, commissioners sought confirmation about sewer district status; the applicant said he receives Target Range sewer district notices and assumes the lot is in that district. After public testimony and staff findings, a planning commission member moved to approve the variance to allow construction of an accessory structure prior to establishing a principal residential use and to approve the reduced rear setback from 25 feet to 15 feet. Both motions were seconded and passed; the approvals are subject to the recommended permitting and plan‑conformance conditions.
