Commission readies village-district workshop, moves toward local historic-recognition criteria

The Ledyard Historic District Commission encouraged residents to attend a public workshop on Aug. 13 that will allow the commission and the planning and zoning commission to discuss a proposed village district and gather public feedback before any formal application. S4, who announced the meeting, called it a chance to “get feedback from them before” the commission files any amendment.

A subcommittee is drafting local criteria for historic recognition to feed into the town’s Plan of Conservation and Development (POCD). S11, who is chairing the subcommittee, said the group has researched gaps in existing district boundaries and is preparing wording that adapts National Register principles to local priorities. “We support Dave’s proposal, that the commission establishes criteria for historic recognition,” S11 said, noting the intent is to create standards tailored to Ledyard rather than to pursue the stricter National Register designation.

Commissioners discussed the legal authority to sponsor zoning proposals. S4 noted the state statute authorizing historic district commissions to make zoning recommendations and asked members to verify there is no town-charter conflict; the commission requested a memo from the town clerk confirming that authority is clear before filing a formal amendment. The commission agreed to have a strong presence in person at the Aug. 13 workshop to show community support.

Next steps: the subcommittee will circulate a revised draft of criteria, commission members will attend the Aug. 13 workshop, and the commission plans to finalize any application during the fall depending on planning-and-zoning feedback.
