Permit parking at Mills Park prompts petitions and enforcement confusion, staff says council directed validation

Public Works staff said the city council approved the preferential parking on June 3 and signs were installed. "We were given direction by the city manager's office to validate those signatures," a staff member told the commission; staff reported receiving about 200 signatures and said the signatures are being validated to determine whether they meet the threshold to send a rescission recommendation back to council.
Staff also explained an education and warning period planned for July 7–19 and that enforcement citations were scheduled to begin July 20. Public Works made clear that installation and removal of signs is an implementation task and that adjustments to hours or the underlying ordinance are decisions for the City Council. Commissioners asked staff to invite resident petitioners to speak and requested staff return with validation results and options at the next meeting.
