The Rural Hall Town Council voted unanimously to amend and adopt Resolution R‑901, a formal expression of opposition to a rezoning request under review by the Winston‑Salem/Forsyth County Planning Department. Town Manager Homer Bierman presented the draft resolution and recommended adoption so staff could transmit the town’s concerns to the Planning Board and Forsyth County commissioners.
During discussion the council debated whether to include a list of requested conditions should the county approve the rezoning. After public comment urging clear opposition, Councilman Woodcock moved to strike all of section two (removing conditional mitigation language); Councilwoman Murray seconded the motion and the amendment passed by unanimous voice vote. The council then adopted the amended R‑901 that directs staff to transmit the town’s opposition to county reviewers.
Town staff noted the rezoning request would change the site’s classification from RS‑9/RS‑20 (residential) to LIS (limited industrial special use) to allow a large data‑center development adjacent to Rural Hall. The Planning Board’s consideration was scheduled for May 14, 2026 and the county commissioners' hearing was expected later in summer. The town does not have authority to approve or deny county rezoning but can submit its official position for the record.
