Rural Hall council asked to consider legislative opt‑out from county overlay ahead of budget

Deputy County Manager Kyle Haney told the council the only practical short‑term path for Rural Hall to leave the county overlay would be a local act passed by the state legislature. He said county lobbyists and staff have drafted local bill language and that the town’s and county’s cooperation would make passage easier, but he cautioned that legislative timing can be unpredictable.
"If Rural Hall were to leave the overlay, you know, that would be a zero dollar on the overlay district," Haney said when explaining the immediate tax effect if the town formally exited the district. He asked the council for guidance because both the town and county are drafting budgets and tax rates in early May and those choices depend on whether the town remains in the overlay.
Haney said the county would provide draft contract language for services and that the town could continue contracting with the county for 09 units, prevention and investigation services even if it left the overlay. He recommended working jointly with the county’s representative and senator to advance any local act.
