During the public-comment portion of the hearing, multiple residents urged the council and tribunal to prioritize evidence and transparency before granting public funds.
Melinda Delos Santos told the council the hearing is about alleged misconduct or malfeasance and asked the tribunal to allow evidence and depositions: "This hearing is about whether the mayor is guilty of misconduct malfeasance or willful neglect of her performance of official duties," she said. Kathy Fulton criticized earlier public testimony as "a lot of innuendo" and told the council she had heard double and triple hearsay rather than concrete facts.
Petitioner Ajit David asked the council to publicly ask staff and the applicant whether any part of the application contained a federal document that had been tampered or edited from its original source and urged immediate action if answers were affirmative. Petitioners said a thorough record audit and, if appropriate, forensic review are necessary to rebuild public trust.
Council members and staff said they would pursue the record, schedule follow-up reports and consider whether additional investigative steps were warranted.
