Paulette Guajardo, who participates on the economic-development board, testified that staff and the city manager handled agenda uploads and edits and that she relied on staff recommendations for CCREDC review. She confirmed the Legistar entries establishing when exhibits and supporting materials were publicly posted, and acknowledged that the agenda memo repeatedly described the $2,000,000 request as related to "newly defined FEMA AE flood zone requirements" in early submissions.
The council paused final action while staff addressed the record: the transcript shows the February 27 second reading was withdrawn from the calendar and later entries (April and May) show reintroductions or revised captions emphasizing street-level retail and outdoor dining. Counsel pressed staff to produce a clear audit trail and to say who approved each document deletion or replacement.
