"It started out as a facade then evolved into this when we got our money...that's changed the original [intent]," one member said, noting precedent concerns and the need to preserve taxpayer value. Members discussed limits on funding structural items such as foundation work, trusses or demolition and debated whether the program should allow discretionary exceptions for unique, demonstrable cases.
The group recommended creating an advisory committee or expanding community input to review applications, refine eligibility criteria, and prevent the program from becoming a routine funding source for landlords' structural repairs. Members also flagged prior infrastructure spending (about $4 million on River Road utilities and sidewalks) and a prior forgivable-loan program (described in the meeting as $850,000 with a recovery of less than $250,000) as context for fiscal caution.
Committee discussion did not adopt final rules but requested that staff define committee composition, application flow, and eligibility language for council consideration.
