Several members recommended keeping the ordinance flexible for people with mobility needs while ensuring the rules are enforceable and accompanied by public education rather than relying solely on fines.
Committee members asked staff and legal counsel to tighten definitions, check state statute language, and return a revised draft prior to council first reading.
