Piedmont Community Services details services and new "Lotus House" to expand perinatal recovery beds in Franklin County

Piedmont Community Services (PCS) presented a multi-part update to the Franklin County Board of Supervisors on July 23, highlighting same-day behavioral-health access, crisis stabilization, substance-use treatment, developmental services and prevention programs. PCS leaders also described a newly acquired property in Franklin County, to be named Lotus House, which will expand residential treatment capacity for pregnant and postpartum women.
Greg Preston, PCS CEO, framed the service area and noted PCS serves Franklin County alongside other catchment localities. Angel Balsman (senior assistant behavioral health director) and Kat Heredia (peer recovery specialist) described programs including a 23-hour crisis stabilization unit, intensive outpatient substance-use services and recovery residences. "The house that you see on your left hand side is what we currently call the Grace House... The house that's on your right hand side is the new home that we were able to purchase with the assistance of OAA funding... Lotus House... we'll be able to hopefully at least double that," Kat Heredia said, describing the program's capacity rise from serving five women and children toward a larger cohort.
Kippy Castle, PCS building project coordinator, explained the purchase timeline: the Ballpark Road property in Franklin County was identified in spring, an offer was made in April and the purchase closed in June to meet grant-spend deadlines. Renovations are planned from November through February with staff hiring in early 2027 and a target first move-in by April 15, 2027. PCS also reported local metrics: Jeriah Morris, PCS public information officer, said PCS served 13,280 community members in Franklin County across programs in 2025 and cited program-specific counts (e.g., 4,948 behavioral-health clients; 833 developmental-services clients). Board members commended PCS and asked staff to return with additional details or materials the county could use in partnership.
