West Piedmont PDC outlines 196-unit pipeline, seeks Franklin County project partnerships

Representatives from the West Piedmont Planning District Commission briefed Franklin County's board on regional housing progress and funding options on July 23, highlighting developer partnerships, revolving loan activity and state grant programs that can support local projects.
Sean Campbell, the PDC housing lead, summarized production and pipeline numbers: "We have developed and are developing...129 housing units since January 2022. We have 67 units that are currently awarded funds... so our total production, by the beginning of the next fiscal year, it'll be a 196 units in total pipeline." He described the ARS (Acquire, Renovate, Sell) program that uses a DHCD loan ($53,000 per unit referenced) plus administration and rehabilitation fees to deliver low- to moderate-income homeownership and rental opportunities.
Campbell and Michael Armbrister explained the PDC's revolving loan fund (currently about $238,000 available, projected to reach $1.2 million by FY28), grant leverage (they reported roughly $37.76M leveraged across projects), and a Franklin County workforce-housing grant of $1,000,000 for a local project. They also said Virginia Housing and private foundations have been partners and that a pending Fannie Mae grant (~$998,000) decision is expected by early August.
Supervisors asked for concrete recommendations on zoning or regulatory changes that would lower development costs; Campbell said he has research and will provide it to county staff. The PDC asked Franklin County to identify properties and potential projects to include in upcoming HUD and state grant applications.
