Madison Council approves routine business, several motions pass unanimously

The City of Madison City Council approved multiple routine items and specific motions at its regular meeting on Feb. 2, 2026, with all recorded votes carrying 3-0. Councilmembers handled consent-business approvals early in the meeting and acted on a staff recommendation for a prepaid software contract and a localized utility waiver.
Councilmember Tony Fankhauser moved to approve the agenda; Daryl May seconded and the motion passed 3-0. Later in the meeting Daryl May moved to approve the Jan. 5, 2025 minutes (Tony Fankhauser seconded), and the council approved accounts payable after a question from Councilmember Evan Casey about a payment to Echo signs. On the Advantage software proposal, Evan Casey moved to accept a $5,000 prepaid contract; Daryl May seconded and the motion carried 3-0. Toward the end of the meeting Tony Fankhauser moved to waive trash bills for a set of residences affected by construction for three months; Evan Casey seconded and the motion passed 3-0.
The meeting record lists every motion with mover, seconder and a 3-0 tally in favor. The council also voted to enter a five-minute executive session on non-elected personnel under KSA 75-4319(1) and returned with no formal decision announced.
