The City Council authorized a $182,072 contract with Spring Branch Construction LLC to complete the Bartle Masonry restoration project, with funding provided by the Bartle family foundation. City Administrator Webb told the council the change in contractor came because the original historic stonemason could not obtain bonding; bringing in Spring Branch allows bonding and protects the city’s financial interests.
"The bond is the increase in the contract, basically," Webb said, explaining why the contract amount changed and noting that no city tax dollars are being used for the project. The council discussed that a payment/performance bond protects the city and subcontractors; one participant said the bond requirement is a normal state law protection for contracts of this size.
Councilman Jorgensen moved to approve the contract and Councilman Bye seconded; the motion passed with no opposition recorded. Staff said the project is expected to resume quickly now that bonding and contract language are in place.
