County hears health-plan review: claims up, clinic saves ~$113,000 in six months; HSA option discussed

A health benefits consultant briefed commissioners on an eight-month comparison of the county's plan, showing membership increased ~8.5% and net paid claims rose about 24% compared with the prior year. The consultant said three high-cost claimants (two cancers and a spine disorder) drove much of the increase and noted that the county's net paid claims and Rx spending are up year-over-year.
"It is costing the county right over $2,000 per employee per month," the consultant said, noting the stop-loss structure and that claims-over-specific reimbursements had increased. The consultant also reported a bright spot: the county-run clinic generated approximately $113,000 in claims avoidance in six months by providing office visits, lab orders and prescription fills locally.
Commissioners discussed next steps for the November 1 renewal, asked staff to continue market outreach, and debated adding an HSA option in 2027. No immediate enrollment or plan design decisions were made at the meeting; staff will return with financial analysis and enrollment projections before the renewal.
