Geneva Library officials press Campton Hills for written TIF payment process and impact fee

During the public-comment period, Geneva Public Library officials urged the Village of Campton Hills to adopt a clear, written process for TIF reimbursements and to require an impact fee from the LaFox developer separate from TIF funds.
"This project will increase the population we serve by approximately 10%," Christine Lazarus said, and she asked the board to "memorialize that process in writing, so there's a clear transparent process and procedure for all parties going forward." Britney Theiss, counsel for the Geneva Library District, told the board the district had provided draft RDA language, operational data and comparable impact-fee information to village staff but had not received substantive collaboration; she said the draft RDA as presented "prohibits those negotiations." The library asked the board either to table the RDA or to amend ordinance language to require an impact fee and clear reimbursement mechanics.
Village counsel and staff replied that the RDA references statutory priorities under the TIF Act and the Debt Act and that, in counsel's view, the RDA does not preclude a developer from later entering a donation agreement with a third-party taxing district. The board adopted the RDA later in the meeting; library counsel and director said their requested procedural protections remained unresolved.
