Carson council suspends ticketing for Mills Park preferential parking after resident protests

Residents from the Mills Park neighborhood presented petitions and testimony asking council to halt enforcement of a preferential permit parking zone they say was enacted with misleading signatures. Elise McKinney, block captain for Hillford Avenue, told the council her neighborhood submitted a rescission petition with certified signatures representing about 63.3% of properties and demanded immediate action: "We demand 2 immediate actions tonight" including suspension of ticketing and placement of the rescission petition on the next council agenda.
After discussion, the council voted to add the matter as a subsequent-need item and then adopted a motion to suspend ticketing in Parking Zone I through the next regular meeting on August 4. City Manager (staff) explained the suspension: "there will be a suspension of no issuance of any tickets... and in the event that you accidentally do, then you are to go to the public safety department, and there will be a refund provided to you." The suspension vote carried unanimously; staff will return to council on August 4 with an amendment or rescission to the ordinance as appropriate.
