Board approves Moore Construction as CMAR for new Germantown police facility

The board approved selection of Moore Construction Services to serve as construction manager at risk (CMAR) for the village’s new police department project. Staff said three firms were interviewed on June 17 and that Moore scored 87.4 with a fee proposal of $1,785,636; the owner's representative and the building construction oversight committee also recommended Moore.
Trustees pressed staff on budget assumptions. Trustee Miller contrasted a placeholder $17 million figure carried in older CIP documents with more recent needs assessments: Moore’s 2025 needs assessment came in just under $32 million (excluding some utility and winter construction costs), and a later FGMA predesign opinion estimated roughly $36.3 million. Staff clarified that the $28 million figure on the CMAR comparison sheet referred to the construction portion only, with additional costs (FF&E, sewer extension) bringing the total toward the mid-30 millions.
Project staff said the CMAR will engage in preconstruction work and assist the owner's representative and architect through design milestones; the board will receive monthly updates and milestone reviews at 30/60/90 percent. Trustees were told Moore’s fee was already included in prior budget planning and was not new money the village had to find separately.
The motion to approve Moore Construction as CMAR passed on roll call. Staff will return with milestone updates and additional budget refinement as design proceeds.
