Consultant outlines options for a second 1% sales tax and a temporary third 1% levy

"The city can do a second 1% sales tax that would never sunset and could also do a 3rd, 1% sales tax that would only be for 10 years," Kleeman said, and he recommended holding one or two town-hall meetings to explain the proposals to voters prior to placing the question on an August or November ballot.
Council did not make a decision at the April 1 meeting. Kleeman outlined procedural steps the city must follow to place such measures before voters, including public outreach; the consultant did not provide specific revenue estimates or recommended uses for revenue in the minutes. Any future ballot placement will require additional council direction and public engagement.
