A staff presenter told the board the regulations had been amended previously and that the current update reflected the town's organizational structure and state law alignment. After no substantive questions from aldermen, the recorder called roll and Mayor Williams announced the ordinance had been approved on the second and final reading.
The mayor recorded the outcome and the roll-call timing; the transcript includes the mayor's statement that it was a "5 5 0 vote" and notes the roll call occurred at approximately 6:15 p.m. The ordinance will replace the prior purchasing code sections and is intended to provide clearer administrative procedures for competitive bidding and protest handling.
