Board approves budget amendment on first reading to cover Anchor Green restroom cost overrun

Town staff presented Ordinance 26-16 on July 23 to amend the fiscal year 2025-26 capital investment program fund to cover additional costs associated with the Anchor Green restroom project in the Biddle Farm Town Center area.
"The original budget for this project totaled $400,000," Chris Sheffield, director of public services, told the board. He said prior expenditures of $29,912 covered geotechnical and design services, the lowest construction bid exceeded the original budget by $8,150, and staff recommended adding an $11,850 contingency. To cover those amounts, staff proposed moving $49,912 from CIP reserves into CIP expenditures.
There were no public speakers on the item and no substantive questions from aldermen. The board held a roll call vote and approved Ordinance 26-16 on first reading; the mayor noted the approval occurred at approximately 6:13 p.m. on July 23, 2026. Staff said the amendment will allow the construction contract to proceed and provide a small contingency for change orders.
