CFO previews multi‑part FY26 budget amendment covering retirees, sewer reallocations and grants

"Number 1 is the item we were just referring to, the RSA bonus for the retirees," Dr. Lopez said, adding the one‑time lump sum election will cost the city just over $143,000 and is estimated to cover about 403 retirees. He then summarized reallocated sewer funds for three motors serving anaerobic and anoxic basins at the Inverness wastewater treatment plant and an $800,000 grant related to the Lock Haven pedestrian improvement project that was not previously budgeted.
Other amendment items include AV equipment at the MET, a donation from Signature Homes of $12,400 to buy two pole cameras for the police department, a $74,000 HIDTA grant year, $147,000 from opioid funds to purchase 100 AEDs for police, a $200,000 increase for fuel and $100,000 for fleet repairs, and minor position reclassifications and reserve adjustments. Dr. Lopez said offsets include lower election expenses (about $141,000) and stronger SSUT and business license revenue projections.
Councilors asked clarifying questions about specific donated camera types and whether projected SSUT revenues would cover the increases; the CFO said the city expects to be ahead on SSUT and business license receipts enough to offset the amendment after the adjustments.
