Planning commission adopts trails requirement in subdivision regulations, city to own and maintain trails

The Basehor City Planning Commission approved a text amendment to the subdivision regulations that explicitly requires trails in new developments and designates the city as the owner and maintainer of those trails.
Planning and zoning director Jim Sherman presented the amendment, saying it moves trails into their own category within open spaces and makes trail construction a code requirement rather than an optional element. "We also have this language that we own the trails as the city," Sherman said, explaining that ownership simplifies maintenance and programming decisions.
Commissioners questioned how trails would connect across the city and whether crossings of State Avenue would be feasible. Sherman said trails will be tied to the city's master plan, that staff will use widened sidewalks as connectors where appropriate, and that direct crossing of State Avenue could be constrained by KDOT policy. After a public hearing (no comments recorded), a motion to approve PADM-004-25 (text amendment to Basehor subdivision regulations, chapter 4 section 4-109: open spaces — trails) was passed by the commission. Staff will return with technical specifications (materials, widths, construction standards) if the amendment moves forward.
