During review of the budget, participants questioned a large grant line tied to a sewer project that appears in the current budget. One attendee asked whether the $3,000,000 listed for the DEP sewer grant is actually in the city's bank account or whether it will be paid on a draw-submission basis as construction work proceeds. "If the 3,000,000 is actually in our bank account, which I kind of doubt that it is, my gut feeling is that the grant money is gonna be done on a draw basis just like any of the others are," one commissioner said.
Several speakers agreed the grant is likely reimbursed as work is completed, not held as unrestricted cash, and asked staff (including John) to clarify the grant accounting and whether the amount should be presented differently in actual-versus-budget reports. Commissioners said they would recall the meeting when finance staff are available to confirm the accounting treatment.
